Debre Birhan University Business and Development Vice President Office is one of the four vice president offices established in the university by the year 2009 E.C. The office is established to assist and support the main pillars of the university, which are teaching and learning services, research and community services, administrative services and business development services by providing efficient and economical infrastructures in the university.
The office is structured with two main directorate offices which are construction project office and business incubation directorate under the auspices of the university. It is the main office of the university that is working together as a team and taking various suggestions from the community as an input. Since its establishment, a number of buildings and infrastructures have been completed such as Waste water treatment plant and Sewerage systems, Domestic water development and distribution system, Administrative office building, Postgraduate building, Auditorium (Students’ graduation hall), Agricultural research buildings, Students’ clinic, Soil research laboratory building, Storm water drainage canal and other infrastructure are the main ones completed for the Main Campus. Recently, on the compound of the former prison of North Shoa Zone, various buildings like the Administration office, Library, Classrooms, Dormitories, full ICT Infrastructure (data center, smart board for classrooms, digital signage, CCTV system, server-based teaching and learning platform, etc) and other necessary infrastructure facilities have been completed, and the first and the only new campus of the university, named as Asrat Woldeyes Health Science Campus has been opened for service. Beresa river bridge (24m wide and 40m long) has been constructed to connect the main campus and Asrat Woldeyes Health Science Campus is completed and opened for traffic. In addition, Hakim Gizaw Memorial hospital which is aimed to serve as a teaching hospital for the health science students has been completed and ready for use by the zonal and university community since May 9, 2022.
Preparations are underway to open a new campus for institute of technology at the birth place of Emperor Menelik II, called Angolela under Basona Worana Woreda District, which is 8.2km away from Debre Birhan City on the road to Mendida. From the campus main projects, 5 Lots with a total of 13 different buildings and fence work are under construction. In addition to this, Campus masterplan and all other remaining buildings and infrastructure design works are being carried out to complete within a short period of time.
Parallelly, the first round of constructions are under construction to open Mehal Meda Highland Agriculture and Tourism Center at Mehal Meda town of North Shoa Zone which is 152 Kilo meters away from Debre Birhan City and efforts are being made to start the center after a year. On the other hand, preparations are underway to restructure the Business Incubation Center with required manpower and available resources so as to create and promote new business innovations developed by graduates, university staff, the local community and others. Finally, I express our readiness to fulfill our responsibilities together with the entire leadership and staff of the university and our commitment to complete the already started projects and the new projects that we will start in the future based on quality, cost and allocated time frame.

Debre Berhan university project office was established on February 25, 2005 E.C. based on the agreement between Ministry of Education and Ministry of Civil Service to approve a unique structure, framework and job description for 30 universities. The main reason of its establishment is following the withdrawal of giz-IS from the thirteen second generation universities as an implementing agent and the establishment of 10 new universities in the country.
At the time of its establishment, Debre Berhan university project office structure was expected to have 16 professionals with different qualification and experience.
The main expected duties of the project office were:
1. To own and administer all capital projects in the university
2. Design and evaluate building and infrastructure master plan of the university
3. To supervise, monitor and evaluate buildings and other infrastructure works are constructed based on their quality standard, approved budget and schedule.
4. To act as a bridge between the university’s academic staffs, researchers and students for technology and knowledge transfer, on-the-job training, etc on all project sites
5. To create construction bid document, evaluate contractors based on the bid document, sign a construction contract agreement and certify payment certificate for contractors
Debre Berhan university project office has taken over all projects from giz-IS following the withdrawal of the same as an implementing agent from the University. The projects were at their critical stage of construction and some them were on the verge of termination. All projects, expect Lot – IA projects which were constructed by GAD Construction (22 blocks – 12 dormitories, 2 Libraries, 3 Lecture halls, 4 Classrooms and one Students’ dining hall) and Lot – IB & Lot 5A projects which were constructed by Macro Construction (10 blocks and infrastructure- 7 Seminar blocks, one Department Head block, one Laboratory block, one Kitchen and infrastructure works), were not completed at the time of receiving the projects.
The project office terminated all projects whose construction contract were at their time at-large and award the remaining works to other contractors. By doing so, all old projects were completed and give their intended purpose.
In addition to this, the project office also completed 12 new projects (22 building projects and water well development, storage reservoirs and distribution system project) in the main campus, 2 lot projects (7 building projects and one infrastructure project) Asrat Woldeyes Health Science Campus and Hakim Gizaw Memorial Hospital Projects.
Currently the project office is administering a lot of new projects following the new GTP (growth and transformation plan of the country). All new projects have given approval from FDRE Ministry of Planning and Development. The followings are the list of new projects at hand.

Debre Berhan University established Business Incubation Directorate under the vice president’s office for business and development to incubate business ideas and help entrepreneurs to become successful and profitable. The Directorate supports the entrepreneurs who have new business ideas through the provision of different facilities such as shared facilities, working spaces, offices, hands-on-management assistance, access to finance, networking/linkages to knowledge and exposure to critical business, technical, legal support services, training and seminars/working in relevant areas that enhance the success of the enterprise during the incubation period. The office director will be appointed by the President of the university and accountable to vice president for Business and development of Debre Berhan University. The directorate is responsible for overall coordination, particularly training, incubators promotion and performance, financial management, and networking with the University, community and other stakeholders.
Establish and strengthen networks and linkages with national and international universities, development agencies, research centre, national line ministries and regional counter parts with the view of enhancing collaborative research undertaking, exchange of staff and boost discussions on research output commercialization.
Work to improve professional capabilities and personal knowledge in incubator management by identifying their gap and facilitate training program.
Oversees the day-to-day operation of the directorate facility, including marketing the facility, recruiting potential tenants, and assisting in screening potential clients and making recommendations.
Develop and maintain a client database, prepare periodic reports, and maintain records of projects, progress, and the status of the incubator.
Engage, motivate, discipline and supervise the staff of the directorate.
Design and implement rent schedules, fee structures, and other revenue generation mechanisms, subject to approval from the concerned body, in order to move the Incubator towards financial sustainability within the given years.
Mobilize informal network(s) to assist clients in their needs, including an educational programme of seminars and workshops.
Organizing entrepreneurship awareness activity regularly to nurture the talent of youth by enlightening them on various aspects of industrial activity required for setting up MSEs.
Assessment of the opportunities and challenges of existing financial support system and marketing support system for youth in Debre Berhan City Administration.
Facilitating Capacity building activity for graduates, youth and entrepreneurs on financial literacy, entrepreneurship, leadership, and marketing.
Support DBU students, collages, and alumni, surrounding community who are developing and growing new business ideas and practices
Incubate a culture of innovation driven entrepreneurship through student and collage projects
Provide effective consultancy service, training on business plan development, how to commercialize research output or business idea and business network for incubated clients
Facilitate creation of vibrant entrepreneurship innovation clubs in each colleges /institutions/ to foster culture of entrepreneurship among students and staff
